Derby reported a pre-tax profit of £14.6 million after selling their Pride Park stadium to owner Mel Morris for £80m. The club then leased back the ground, which was independently valued but on the clubs books as an asset worth £41m, from a company owned by Morris.

Tensions between the two clubs have simmered for months after a Leeds official was caught spying on their opponents during a training session. Last week Derby dramatically beat United in the Championship play-off semi-final decider and some players celebrated by using pretend binoculars, mimicking a spying gesture.

Leeds are expected to sell a number of senior players this summer to raise funds to reshape a squad that finished third in the Championship but will extend their stay in the Football League to a 16th consecutive season.

Speaking at the FT Business in Football summit, Radrizzani suggested their rivals should have been sanctioned for financial fair play breaches.

The giant centre-back cut a desolate figure at Elland Road in the wake of United’s play-off heartache last Wednesday and headed back to his native Sweden soon afterwards.

"The rules should be revised if clubs allowed to sell stadium to sister companies," he said. "We should revisit those rules. We were judged as a cheating club when we sent a scout to watch training so they should take a similar view on what I would say is greater cheating, by these clubs. I wish that the execs in FA/EFL can shake this system to find a way to make the rules clear and the same for everyone."

Jansson, 28, is regarded as one of United’s most valuable assets and was named in the PFA Championship team of the season along with fellow centre-back Liam Cooper.

Other Championship clubs wrote to the EFL to demand an inquiry after a member of Leeds staff was found observing Derby Countys training session before the clubs league game at Elland Road in January.

In February, Leeds  accepted a £200,000 fine after an unprecedented Football League investigation demanded by 11 rival clubs reached its conclusion.

Mateusz Klich’s initial contract also runs to 2020, although the club have told the YEP previously that they have an option to retain him for an extra year. The Poland international was ever-present in the Championship, starting 46 league games and both legs of Leeds’ semi-final defeat to Derby County.

The club agreed to support a new EFL regulation that makes it clear clubs will be "expressly prohibited from viewing opposition training in the 72 hours immediately prior to a fixture, unless invited to do so".

United initially planned to speak with Roofe before Christmas and again after the closure of the January transfer window but discussions remained dormant until the end of the season with Roofe’s demands and the club’s valuation of him a distance apart.
